INTRODUCTION

The idea of Regional Protection Areas ( RPAs) originated from the UK draft of Transit Processing Centres ( TPCs). The UK draft of the TPC is to convey asylum seekers coming into the UK and other EU countries to centres found in countries at the external boarders of the EU states. This new system for asylum is termed by the UK as " A new Vision for Refugees". This idea contains provision for Regional Protection Areas ( RPAs).
